FAS Not Proposing Changes to Administrative Salary Practices At This Time

The Uniform Guidance issued by COFAR on December 26, 2013, eliminates the “major project” rule required to direct charge administrative and clerical salary costs to federal awards.  Following up on the OSP blog from March 6 and the discussion on including administrative salaries in federal proposals at the March RAS Friday meeting, we wanted to clarify that at this time, FAS is not proposing any changes to our practices for including administrative salaries in grants.  We are awaiting guidance from the various federal agencies before we revisit our school level guidance.   Federal agencies are expected to submit their plans to implement the omni-circular regulations in June 2014 and the final guidance will be issued in October.  We will review these plans from our major sponsors and make appropriate changes later in 2014.
